NC <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />RECEi'v'ED <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: October 5, 1998 <br />RE: Little Canada - Bally Total Fitness - Sign Request <br />FILE NO: 758.09 - 98.19 <br />Bally Total Fitness is requesting an approval for a freestanding sign to be located on a <br />parcel adjacent to Rice Street. However, the City staff stopped the sign company's work <br />on the project when it was discovered that the Bally building does not occupy the property <br />on which the sign is to located. As a result, Bally wishes to place a PUD over the two <br />parcels to integrate the "sign parcel" with the "building parcel ", or subdivide the sign parcel <br />from the Rice Street frontage and formally combine it with the Bally building parcel. <br />The first option retains the lot configurations as they now exist, but administratively ties <br />them together for the purpose of current and future development. The second option <br />would avoid the PUD issues, but could result in an odd - shaped lot as a result of the <br />subdivision. <br />Either option would result in an additional sign along the Rice Street frontage. Aesthetics <br />along Rice Street has been an issue for the City, and was a discussion item in its recent <br />Comprehensive Planning process. Moreover, we would be concerned about future <br />requests for Rice Street signs from businesses which do not have frontage on the main <br />roadway. The Sign Ordinance is designed to avoid aesthetic problems created by <br />businesses which attempt to overcome visibility concerns of their real estate through the <br />use of increase signage. <br />If the City believes that the sign would be acceptable, we would recommend the PUD <br />approach.
