MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 10, 1998 <br />parking spaces. The City Planner indicated that most of the parking for <br />Gordies' occurs near Little Canada Road. The Planner indicated that even <br />with the loss of these spaces, the site meets parking requirements. <br />Cossack indicated that he planned to close the driveway off on the east <br />side of the building so that cars will no longer be able to drive around the <br />building. <br />The Commission discussed the number of nights as well as the <br />tournaments that Cossack is requesting. Cossack indicated that he is <br />hoping he will be able to get boot hocicey leagues to operate one or two <br />nights per week. <br />Keith Flanagan, 179 Little Canada Road East, Suite 226, read a prepared <br />statement dated September 10, 1998 to the Planning Commission and <br />asked that this statement also be tbrwarded to the City Council. In that <br />statement Flanagan outlined the history of the CUP for volleyball. He also <br />noted that in the spring of 1996 Fleur Royale Condominium Association <br />sent a letter to Mr. Cossack requesting a meeting to discuss the <br />landscaping which was required by the CUP issues in 1993. Flanagan <br />indicated that Mr. Cossack never responded to the letter. Flanagan <br />expressed concern in his statement that Mr. Cossack is asking for boot <br />hockey to bolster his business, but noted that many of the volleyball <br />participants bring their own refreshments to the parking lot, not <br />necessarily purchasing them from Gordies'. <br />The City Planner reviewed the minutes and the Planner's report from the <br />1993 CUP, and noted that the requirement was that Gordies' restore the <br />turf behind the volleyball court. Gordies' did comply with that <br />requirement. <br />Flanagan indicated that in the Spring of 1996, he suggested that an <br />existing lilac hedge be extended along the property line. Flanagan <br />reported that he has been a member of the Condo Association Board, and <br />has had complaints about the noise from Gordies'. Flanagan reported that <br />on two occasions he has called the Sheriffs Department — once regarding <br />a fight in Gordies' parking lot and the other time because he smelled <br />marijuana smoke. <br />Cossack reported that he has had a good relationship with the residents of <br />the condominiums, except for Mr. Flanagan. Cossack noted that Mr. <br />Flanagan is the only resident of the condos who is here this evening to <br />express any concerns. Flanagan indicated that the residents who are <br />concerned are hesitant to step forward and publicly express their feelings. <br />Page 26 <br />
