GOALS <br />The following is a listing of general goal <br />statements which are intended to define the <br />City's objectives in regard to Community <br />Facilities. Following each Goal statement is <br />a brief "application" of that Goal. <br />Following the goal and application section is <br />a detailed list of policies for the various <br />elements discussed. These Policies are <br />intended to guide the implementation steps <br />which the City will take in carrying out the <br />Goal. <br />Goal <br />• Maintain, improve existing services, <br />and develop new community facilities <br />and services to meet the needs and <br />interests of the community. <br />Application <br />Parks, open spaces, trails, utilities, and fire <br />protection are all examples of community <br />facilities. If they are indeed to be of benefit <br />to the community, they must be developed <br />and maintained according to the highest <br />adopted standards of design, performance <br />and use. <br />Existing parks, trails, fire hall equipment and <br />facility and public utilities will continue to be <br />monitored and maintained to assure a safe <br />and high quality standard of service to all <br />residents of the community. <br />Goal <br />• Ensure adequate distribution and <br />SYSTEMs6 <br />provide for safe, easy access to all <br />facilities and services within the <br />community. <br />Application <br />The proper functioning of facilities such as <br />schools, parks and playgrounds is dependent <br />upon their accessibility to users. <br />For example, if a neighborhood park is <br />located off a heavily traveled thoroughfare <br />which has no provision for pedestrian <br />crossing, the park is of limited value to the <br />residents of the neighborhood. Therefore, <br />relative to these types of facilities, safe and <br />convenient travel routes should be established <br />and these routes should give special <br />consideration and priority to pedestrian and <br />bicycle movement. Furthermore, facilities <br />such as parks and playgrounds, which are <br />largely oriented to pedestrian travel, should <br />be located within a reasonable distance of all <br />residents of the community. <br />The City will continue being aggressive in its <br />park planning and continue to provide <br />recreational opportunities for all of its <br />residents. Periodically, the City will <br />evaluate and update the City's Park and <br />Recreation Plan as warranted. <br />Goal <br />• Coordinate facilities and services on <br />a joint use basis between various <br />governmental units. <br />LITTLE CANADA COMPREHENSIVE PLAN <br />Page 63 <br />LOCAL AND REGIONAL SYSTEMS <br />
