Goal <br />• Constantly update and maintain the <br />Zoning Ordinance and Development <br />Regulations to reflect changes in the <br />Comprehensive Plan, changing legal <br />requirements or new development <br />ideas. <br />Application <br />As the Comprehensive Plan will require <br />periodic reexamination and subsequent <br />revision. The Zoning Ordinance and other <br />development controls will likewise require <br />constant updating for them to remain <br />effective development tools. In this regard, <br />the City must remain abreast of new and <br />emerging state legislative requirements <br />relative to zoning and other controls as well <br />as its own internal needs and priorities. <br />Goal <br />• Assess costs of plan administration <br />implementation to those directly <br />benefited. <br />Application <br />The costs related to professional as well as <br />staff assistance in plan and ordinance <br />administration should be borne primarily by <br />the individual or individuals who would <br />potential benefit directly from the services. <br />In other words, if a developer proposes, for <br />example, to undertake the construction of a <br />large planned unit development, he /she <br />should be charged the costs associated with <br />analyzing and researching his proposal for <br />SYSTEMS 8 <br />conformity with the Comprehensive Plan and <br />applicable ordinances. In this way, the City <br />gains reasonable assurance that its plan <br />retains its integrity and the developer is <br />better assured of a successful development. <br />Goal <br />• New and existing residential, <br />commercial and industrial <br />development must have equal access <br />to sunlight for solar energy systems. <br />Solar access must be provided or <br />maintained for existing development <br />to the extent possible. <br />Application <br />Ensuring that all properties have equal access <br />to sunlight is a priority not only for potential <br />solar energy systems, but for the protection <br />of property and aesthetic values as well. <br />Solar access protection is provided for by the <br />uniform implementation of lot and building <br />performance standards adopted as part of the <br />Little Canada Zoning Ordinance. <br />Requirements such as maximum building <br />height and yard setback standards are <br />implemented for the purpose of creating <br />separation between structures and allowing <br />equal sunlight access such that a property is <br />not in the shadow of an adjacent building. <br />Goal <br />• The preservation, protection and <br />continued use of areas, buildings, <br />structures and other objects that have <br />historic, aesthetic or community <br />values is a benefit to the welfare and <br />LITTLE CANADA COMPREHENSIVE PLAN <br />Page 65 <br />LOCAL AND REGIONAL SYSTEMS <br />
