r MINUTES <br />CITY COUNCIL <br />JANUARY 24, 1996 <br />Scalze stated that eligibility to operate gambling <br />occasions is not based on dollar amounts, but rather on <br />assisting local charities. <br />FUND Morelan reported that he discussed with the Accountant <br />TRANSFER - her recommendation that the City's portion of <br />CITY assessment costs for the Jackson /Old C /Lakeshore and <br />IMPROVEMENT Lake Street projects come from the Closed Bond Fund. <br />COSTS Morelan stated that while he understands that this is <br />the way City assessments have been handled in the past, <br />it was his feeling that the assessment for Lake Street <br />should be taken from the Park Acquisition Fund, given <br />that the Lake Street improvement abuts Nadeau Park. <br />Morelan felt that the value of the park would increase <br />in an amount equal to the cost of the assessment, and <br />that the assessment is actually a cost of owning the <br />park. With regard to the Jackson Street improvement, <br />Morelan pointed out the City trail abutting Jackson <br />Street. Morelan indicated, however, that he had no <br />problem with the City's share of the assessment for <br />this improvement coming from the Closed Bond Fund. <br />The City Administrator felt that Morelan's rational was <br />sound. However, his concern was with taking dollars <br />from the Park Acquisition Fund for the Jackson Street <br />improvement. The Administrator pointed out the City's <br />assessment costs for its Lake Street property would not <br />even equal one year's interest for the Park Acquisition <br />Fund. <br />Scalze pointed out the past practice of the Council has <br />been to take City assessment costs from the Closed Bond <br />Fund. <br />Morelan felt the assessment for Nadeau Park was a <br />direct cost of running the park. <br />Fahey pointed out that money in the Park Acquisition <br />Fund is to be used for the purchase of park land. <br />Pedersen pointed out the City does not take money from <br />the Park Acquisition Fund to cover the cost of mowing <br />grass. <br />Morelan pointed out that if the Lake Street improvement <br />were made prior to the City's purchasing the property, <br />the assessment cost would have been included in the <br />Page 96 <br />
