r MINUTES
CITY COUNCIL
JANUARY 24, 1996
Scalze stated that eligibility to operate gambling
occasions is not based on dollar amounts, but rather on
assisting local charities.
FUND Morelan reported that he discussed with the Accountant
TRANSFER - her recommendation that the City's portion of
CITY assessment costs for the Jackson /Old C /Lakeshore and
IMPROVEMENT Lake Street projects come from the Closed Bond Fund.
COSTS Morelan stated that while he understands that this is
the way City assessments have been handled in the past,
it was his feeling that the assessment for Lake Street
should be taken from the Park Acquisition Fund, given
that the Lake Street improvement abuts Nadeau Park.
Morelan felt that the value of the park would increase
in an amount equal to the cost of the assessment, and
that the assessment is actually a cost of owning the
park. With regard to the Jackson Street improvement,
Morelan pointed out the City trail abutting Jackson
Street. Morelan indicated, however, that he had no
problem with the City's share of the assessment for
this improvement coming from the Closed Bond Fund.
The City Administrator felt that Morelan's rational was
sound. However, his concern was with taking dollars
from the Park Acquisition Fund for the Jackson Street
improvement. The Administrator pointed out the City's
assessment costs for its Lake Street property would not
even equal one year's interest for the Park Acquisition
Fund.
Scalze pointed out the past practice of the Council has
been to take City assessment costs from the Closed Bond
Fund.
Morelan felt the assessment for Nadeau Park was a
direct cost of running the park.
Fahey pointed out that money in the Park Acquisition
Fund is to be used for the purchase of park land.
Pedersen pointed out the City does not take money from
the Park Acquisition Fund to cover the cost of mowing
grass.
Morelan pointed out that if the Lake Street improvement
were made prior to the City's purchasing the property,
the assessment cost would have been included in the
Page 96
