c‘4, j; 2)&414 cam
515 Little Canada Road, Little Canada, MN 55117-1600
(651) 484 -2177 / FAX: (651) 484 -4538
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: September 4, 1998
RE: 1999 Improvement Program
MAYOR
Michael 1. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
The Council needs to call for feasibility reports on the following improvements for our 1999
construction season:
Pavement
Management
Rating
• East Brooks Avenue (Morrison to Savage) 1
• Australian Avenue (Lakeshore to termination at west end) 32
• Bluwood Avenue (Lakeshore to termination at west end) 32
• Minnesota Avenue (Rice Street to Cobblestone Development) 32
• Viking Drive (McMenemy to Edgerton) watermain & street Not rated
Improvements (in terrible shape)
The process proposed by our new City Engineer is that we would do preliminary work on the
feasibility reports, have the neighborhood meeting with the affected residents and then finalize
reports for presentation to the City Council. All of these improvements were contemplated as
part of our projected infrastructure improvement budget. It should also be noted that some of
these streets have already had feasibility reports done and they would just need minor updates.
Relative to the pavement management rating indicated in the above column, a rating of 0 to 60
indicates candidates for reconstruction. It is my opinion that we can squeeze some additional life
out of those above 40 (likely to be programmed in 2001). Streets with a rating of 90 or above
require no maintenance. (A score of 100 is the top of the scale.) It should also be noted that the
streets proposed are the worst rated streets within the program within our jurisdiction and under
our control.
Page 59
