Mr. Morelan introduced the following resolution and moved its adoption: RESOLUTION NO. 98 -7 -160 APPROVING THE CABLE TV FRANCHISE AGREEMENT AS SUBMITTED SUBJECT TO APPROVAL AND ACCEPTANCE OF AN ORDINANCE AS AN ADDENDUM RELATIVE TO THE ISSUES DISCUSSED TONIGHT The foregoing resolution was duly seconded by Fahey. Ayes (4) Morelan, Fahey, Scalze, Pedersen. Nays (0). Resolution declared adopted. YOUTH SPORTS The City Administrator reported that Greg Cylkowski, Sports For Life, & RECREATION has requested City- sponsorship of a Youth Sports & Recreation Grant GRANT Application that he will be submitting for funding for scholarships for the All American Girl Hockey Camp. If the City chooses to participate, it would be named as the grantee and would be responsible for administration of the program within program guidelines. The City Administrator felt that staff time in administering the program would be minimal. Morelan asked what the State would plan to do to ensure the grant funds are expended as intended. Greg Cylkowski reported that non -profit groups cannot directly apply for these grant funds. Cylkowski reported that accountability for compliance with grant program guidelines would be the responsibility of Sports For Life. Fahey asked what accountability there would be to the City if the City puts its name on the application. The City must ensure that the funds are spent appropriately. Cylkowski reported that before the City would release the grant funds, it could review the program budget to ensure that everything is in proper form. Morelan pointed out the administrative burden this program would put on the City. Morelan also suggested that the State would want the City to Page 30
