MINUTES <br />CITY COUNCIL <br />JULY 8, 1998 <br />The Council assured Griffin that this was not the case. Scalze also pointed <br />out that she did not want to see the bundled coaxial cable any larger than <br />what it is other than for the addition of the strand of fiber. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 98 -7 -160 APPROVING THE CABLE TV <br />FRANCHISE AGREEMENT AS SUBMITTED SUBJECT TO <br />APPROVAL AND ACCEPTANCE OF AN ORDINANCE AS AN <br />ADDENDUM RELATIVE TO THE ISSUES DISCUSSED TONIGHT <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (4) Morelan, Fahey, Scalze, Pedersen. <br />Nays (0). Resolution declared adopted. <br />YOUTH SPORTS The City Administrator reported that Greg Cylkowski, Sports For Life, <br />& RECREATION has requested City- sponsorship of a Youth Sports & Recreation Grant <br />GRANT Application that he will be submitting for funding for scholarships for the <br />All American Girl Hockey Camp. If the City chooses to participate, it <br />would be named as the grantee and would be responsible for <br />administration of the program within program guidelines. The City <br />Administrator felt that staff time in administering the program would be <br />minimal. <br />Morelan asked what the State would plan to do to ensure the grant funds <br />are expended as intended. <br />Greg Cylkowski reported that non -profit groups cannot directly apply for <br />these grant funds. Cylkowski reported that accountability for compliance <br />with grant program guidelines would be the responsibility of Sports For <br />Life. <br />Fahey asked what accountability there would be to the City if the City puts <br />its name on the application. The City must ensure that the funds are spent <br />appropriately. <br />Cylkowski reported that before the City would release the grant funds, it <br />could review the program budget to ensure that everything is in proper <br />form. <br />Morelan pointed out the administrative burden this program would put on <br />the City.
