Applicant Statement <br />I would like to start a dog daycare /small kennel in one half of the building at 407 S. <br />Owasso Boulevard East. <br />There are no such operations in the city of Little Canada now, nor are there many in the <br />north St. Paul metro area. This service would be a great convenience for the citizens of <br />Little Canada as well as citizens of the neighboring communicates. Dogs would mainly <br />remain indoors, but there would be limited outside run areas, (see photo), which would <br />have fencing high, and strong enough to keep the dogs in. All dogs in care would be <br />vetted for good temperament and to make sure all vaccinations and flea and tick control <br />was in place. There may be upwards of 40 dogs of all sizes, but the number would more <br />likely be much lower. <br />Inside the building would be three fenced in areas for dogs. Dogs would be grouped <br />within the fences by size and/or temperament. Each fenced inside area would have a door <br />to the outside fenced -in area. Kennels would also be inside the building, and would be <br />roomy enough to hold a large dog. There may be as many as 40 kennels. <br />The business neighbor to the north of the property is Trans -Auto Transmission. Tim <br />McGuigan is the owner, and has said he would welcome more business in the area and <br />had no problems if the business is a dog daycare/kennel. Similarly, Dennis O'Connell of <br />Suburban Auto Body, the business to the south of said property was contacted. Dennis <br />had an opinion like Tim McWiggins. He had no objections and welcomed a business, <br />even if it were a dog daycare/kennel as described above. <br />Traffic to the site will come from the freeways, either Interstate 694 and exit at Rice <br />Street, and take the frontage road known as Country Drive, or else exit off Interstate 35E <br />at Little Canada Road, and then drive a short ways on Country Dive. The traffic may be <br />30 to 40 cars /light trucks per day for both bringing the animals to the daycare, and <br />picking up the animals later. Parking needs to only be at a minimum for dropoff /pickup. <br />Animal waste will be disposed of daily, and may be composted on site, or off site. All <br />pens and fenced in areas will be cleaned daily as well. Kennel attendants will discourage <br />barking, and fencing will be adequate to prevent animal escapes or threatening behavior <br />towards humans. The daily cleaning and proper ventilation systems will control odor. <br />There will not be any further taxing of city systems, other than more traffic on Country <br />Drive. <br />I have attached parts of the Roseville City Code, and also the Maplewood City Code that <br />relate to dog daycare /kennels. Both of the city codes allow for such operations. <br />
