Hanson <br />Please find attached the proposed contract between the University of Minnesota and the City of <br />Little Canada for goose population management and ecology. The contract amount is $2,000 per <br />year for a two -year term beginning in 1997 and concluding this year. You will recall that when <br />we approved the utilization of these services last year, we had a shared cost arrangement with St. <br />Jude Medical, Grand Pre Apartments, and Canabury Condominiums. <br />In 1997, 156 geese were removed from the City through this program. In Article III, two <br />locations are specified within the City for population control. In discussing this with Dr. James <br />Cooper, program coordinator, he informed me that this would include all locations addressed last <br />year. He defines one site as consisting of those locations on the east side of the freeway and one <br />on the west side of the freeway. This is based upon the premise that the goose populations <br />within those areas are the same even though they may move from location to location. <br />You may also recall that this service was a subject of a restraining order last year involving the <br />Humane Society and the Department of Natural Resources. Mr. Cooper has informed me that <br />they are 95% certain the program will go forward this year. Should they not be able to provide <br />the services due to legal challenges, there will be no cost incurred by the City. <br />The City Attorney has reviewed this document and approves its format. Therefore, I would <br />recommend approval of the contract with the modified term as indicated. <br />JRH:kpv <br />Enclosure <br />Page 11 <br />
