ce+ 95(tI4 6aiza4
515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Joel R. Hanson, City Administrator
DATE: April 2, 1998
RE: Secretary/Receptionist and Secretary /Payroll Clerk Positions
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scaize
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
I am recommending to the Council that the positions of Secretary/Receptionist and
Secretary/Payroll Clerk be classified as equal positions, sharing the same salary scale.
My rationale for this is as follows:
*With the resignation of Mary Granley, the position of Secretary/Code
Enforcement has been changed, eliminating code enforcement. The position is now part-
time and responsible for secretarial functions as well as payroll processing. The title of
this position is now Secretary/Payroll Clerk.
*In eliminating the code enforcement duties from this position, and in reviewing
comparable salaries for "Secretary B" and "Payroll Clerk" positions as listed in the
Stanton Report, it is my recommendation that the salary scale for this position be
reclassified at the 1997 scale used for the Secretary/Code Enforcement position. The
reduction in salary scale is reflective of the elimination of the code enforcement duties
and is consistent with our position evaluation program.
*The position of Receptionist has been with more and more secretarial support
being provided for the Parks & Recreation Director. Therefore, the title of the position
has been changed to Secretary/Receptionist.
*Based on the additional secretarial duties being provided and the importance of
retaining a quality employee in this high visibility, customer service- oriented position, it
is my recommendation that the salary scale for Secretary /Receptionist be upgraded and
the same scale used for both the Secretary/Receptionist and Secretary/Payroll Clerk, thus
making these positions equivalent. A review of salaries listed in the Stanton Report for
"Secretary B" and "Receptionist" support this recommendation.
Page 31
