MINUTES CITY COUNCIL SEPTEMBER 12, 2012 "APPROVAL OF THE VOUCHERS; *APPROVAL OF PAYMENT FOR INTERIM FINANCE DIRECTOR SERVICES; "APPROVAL OF FINAL PAYMENT TO T.A. SCHIFSKY FOR 2011 STREET IMPROVEMENT PROJECTS; *APPROVAL OF PARTIAL PAYMENT TO T.A. SCHIFSKYFOR 2012 STREET MILL & OVERLAY PROJECTS; *APPROVAL OF PARTIAL PAYMENT TO HOFFMAN- MCNAMARA FOR COUNTY ROAD B -2 LANDSCAPING The foregoing resolution was duly seconded by McGraw. Ayes (5). Nays (0). Resolution declared adopted. 2012 MILL & The City Clerk reported that the 2012 street mill and overlay projects are OVERLAY substantially complete and City staff is recommending that the Council IMPROVEMENTS declare costs, order preparation of assessment rolls, and call for assessment hearings. The Clerk noted that staff is recommending the assessment hearings be held on Wednesday, October 17, 2012. Once assessments are adopted, property owners will have 30 days in which to pay their assessment in full or in part. Balances will then be certified to Ramsey Council for collection with property taxes. Assessment certification must occur prior to the end of November. The City Engineer reported that the costs of the mill and overlay projects were less than what was presented to property owners at the improvement hearings held earlier this year. Some additional work was required on one of the projects, thus increasing the cost; but, again, the assessable cost is less than what was presented to property owners. Blesener noted that the City pays half the cost of mill and overlay projects, and the remaining half is paid by the property owner. The City Engineer replied that that was correct, but noted that the City pays the full amount of any storm sewer work that is necessary.
