The issue for storage in the side yard is that often, it can loom over a neighboring side <br />yard is an unsightly way, particularly if it is large (such as a large recreational vehicle) or <br />stacked high. When neighboring residential properties have two -story homes, it is often <br />impossible to screen the storage of these materials. <br />If the City were to standardize the setback for any use in the side yard, it may be <br />important to limit the height, and to the extent possible, require fencing and /or screening <br />of the area to minimize aesthetic issues. Because there are several properties which <br />have taken advantage of the 3 foot paving setback, this number could be applied to the <br />storage allowance (reducing the requirement from the current 10 foot standard), subject <br />to the following conditions: <br />• Any storage or parking that encroaches closer than 10 feet from the property line <br />may be no greater than six feet in height — this would accommodate nearly all <br />passenger vehicles and light trucks, and provide for storage of residential items <br />up to that height. <br />• Any storage of materials or equipment that are not passenger vehicles or light <br />trucks in this area must be screened and landscaped from the view of <br />neighboring property and the public street with opaque fencing and /or <br />landscaping that creates a complete screen. <br />• Any storage of vehicles (such as recreational vehicles) that exceed six feet in <br />height shall meet the required 10 foot side yard setback. <br />Summary and Recommendation <br />Planning Commission should discuss these allowances and consider them for <br />recommendation to the City Council.
