NORTHWEST ASSOCIATED CONSULTANTS, INC. <br />4800 Olson Memorial Highway, Suite 202, Golden Valley, MN 55422 <br />Telephone: 763.231 .2555 Facsimile: 763. 231 .2581 planners @naeplanning.com <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: September 7, 2012 <br />RE: Little Canada — Indoor Used Car Sales in Industrial Districts <br />FILE NO: 758.10 — 12.05 <br />Background and Analysis <br />Staff has observed that in some cases, properties with Indoor Used Car Sales licenses <br />(but specifically not Outside Sales) may be utilizing the indoor space (reserved for <br />vehicle display) for repair or other operations, moving for -sale vehicles outdoors. It is <br />often difficult for enforcement staff to distinguish between vehicles for sale, and vehicles <br />waiting to be repaired — indeed in some cases, there may not be a difference. <br />To better regulate this aspect of indoor sales, and avoid the improper conversion to <br />outdoor sales lots, the City Council called for a public hearing to consider amendments <br />to the Indoor Sales zoning and administrative permit sections of the City Code. <br />The current zoning ordinance language allows Indoor Car Sales in the 1 -1 District by <br />Conditional Use Permit, as follows: <br />C. Motor vehicles and recreational equipment sales (indoor) and garages <br />accessory thereto. <br />1. The applicant has a minimum of five (5) vehicle display. <br />2. The structure and site must meet all requirements for applicable <br />State of Minnesota licensing. <br />3. The subject property shall meet all applicable fire codes. <br />4. The provisions of Section 921.010.0 of this Ordinance are <br />considered and satisfactorily met. <br />2 <br />
