Summary and Recommendation <br />The conceptual site plan provided as a supplement to the application for subdivision <br />and conditional use permit appears to address basic performance and design standards <br />described in the Zoning Ordinance. In addition, the following points still need to be <br />addressed as conditions for final subdivision approval: <br />1. Provide a final landscaping plan for the site prior to construction which addresses <br />the landscaping and screening requirements of the Zoning Ordinance, as <br />described in Section 903 General Provisions. The applicants have requested <br />that construction of improvements be delayed until the adjacent Norm's Tire <br />property is developed, in order to coordinate the installation of curb and <br />landscaping. If approved, the City should consider how long a period of deferral <br />should be granted in the event the Norm's property is not redeveloped for a <br />number of years. <br />2. Provide a final stormwater management and drainage plan for the site to be <br />submitted to the City Engineer for approval. <br />3. Provide a final site survey which indicates the following condition: <br />a. Utility and drainage easements within the property based on the final <br />landscaping and stormwater management plan requirements. <br />4. Combine the three individual parcels into a single identified property.
