Ranson <br />Since the adoption of the moratorium involving auto related uses just over a week ago, we have <br />had a few issues arise with potential businesses. Staff has informed potential applicants of the <br />moratorium and our inability to process license applications or zoning modifications. However, <br />some of these parties would like to discuss their concerns with the City Council. Here is a <br />summary of each situation: <br />Balta's Auto Towing Service was located in 3176 Ryan Lane (towing was not part of their <br />business at this address). City Staff mistakenly granted them a salvage repair license without a <br />CUP being issued for this property. The owner of the property (Russ Fischer) was informed of <br />the need for a CUP, but due to repeated issues, the owner and Balta's reached an understanding <br />that Balta's would leave the property. At his previous location (3176), staff documented fire <br />code violations for painting indoors without an approved paint booth and parts storage outside of <br />the building. <br />Balta's has now moved to 3164 Ryan Lane (Lee Rossow's Building) and commenced operation. <br />Towing has been added to their business. When staff learned that this business was planning on <br />moving, we contacted Mr. Rossow on September 14°i and made him aware of the previous code <br />violations and set up a face -to -face meeting with Lee on September 17th. At that time, we <br />informed him of the need to make application for the necessary CUP's and have his new tenant <br />obtain the necessary licenses. It should be noted that licenses are issued to operators at an <br />address and therefore do not automatically transfer to a new location. No CUP or licenses were <br />applied for. <br />On October 3, I asked the Fire Marshal to check on 3164 to see if operations had commenced. <br />He informed me they had and evidenced that by pictures attached. Mr. Rossow then called me <br />and expressed his concern about not being able to have a good tenant rent a building that was set <br />up for auto use. I reminded him of our previous discussion, explained the issues that lead to the <br />moratorium, and suggested he attend Wednesday's meeting. He would like to discuss this <br />situation with the City Council. <br />1 <br />
