State of Minnesota and was informed that salvaged titles occur when an insurance company <br />makes payment of a damaged vehicle of at least 80% of value. <br />On October 2 ", I visited the site to see if vehicles were still present. There were two vehicles on <br />the site. One was in the fenced in area and one in the parking area. The one in the parking area <br />is listed with a salvaged title. <br />On October 4th, Mr. Carchedi urged me to issue his Major Repair license as his business <br />associate feels they don't need salvage repair. I said that means they can't work on cars with <br />salvaged title. He felt they could do that. <br />Further complicating this issue is when we established the salvage license in a zoning ordinance <br />rewrite in 2008, we had to classify some existing uses into various repair categories. Exact Auto <br />was located at 182 Ryan Lane at that time and was granted a Salvage Repair license given the <br />nature of their business. As a result, a CUP was not required essentially due to grandfathering <br />provisions. Therefore, a continuation of use of a Salvage Repair seems reasonable. We now <br />have one of those licenses available once Arnufulo discontinued his operation. but the <br />moratorium prohibits the issuance of this license. Further, Mr. Carchedi did not apply for a <br />Salvage license prior to the moratorium. He did however; apply for a Major Repair license <br />before the moratorium. I have asked the City Attorney how this situation should be handled. <br />I also asked him to attend Wednesday's meeting. <br />Roger Stanke also called as T was typing this memo. He had a long -time tenant vacate the <br />building and has been looking for a new one. A prospective tenant who does alignment work (no <br />major repair as a hoist doesn't work in Roger's building due to ten foot ceilings) is interested in <br />the space. He was surprised to learn of the moratorium and feels it severely hinders a property <br />owner's ability to lease space. I told him staff is working on a letter that explains the basis of the <br />moratorium and who is legally existing. <br />Jimmy (not sure of business entity) — he has had a presence in the area, but has never been <br />licensed through us.
