MINUTES <br />PLANNING COMMISSION <br />OCTOBER 11, 2012 <br />The Commission again discussed the time limit for requiring the <br />completion of property improvements. The Planner noted that one year <br />would be too short, pointing out that if a development proposal is made for <br />the former Norm's site it could take up to six months to process. Hall <br />asked if there is any interest in the property. Aichinger replied that the <br />realtor has indicated that he has talked to people both about the purchase <br />and the lease of the property. Aichinger noted that a leasee would likely <br />not make site improvements. Aichinger again stated that a two year time <br />period would be satisfactory and indicated that they would likely make the <br />improvements quicker than that. Duray asked if the City should require <br />the improvements be made right away. The Planner noted that it is <br />reasonable to allow a period of time to hopefully coordinate with a new <br />use on the former Norm's site and coordination of drainage issues. <br />Duray recommended approval of the Property Division subdividing a <br />portion of 477 Little Canada Road (former Norm's Tires property) and <br />Combining it with 2665 Noel Drive (Watershed District property) subject <br />to compliance with the recommendations of the City Planner as outlined in <br />his October 4, 2012 report. <br />Motion seconded by Knudsen. <br />Motion carried 7 — 0. <br />Duray recommended approval of the Rezoning of the subdivided property <br />from Auto - Oriented Business (B -2) District to Public (P) District and the <br />Amendment to Conditional Use Permit for the Watershed District <br />allowing the Public use of this property subject to compliance with the <br />recommendations of the City Planner as outlined in his October 4, 2012 <br />report and subject to completion of all site improvements on the property <br />and dedication of necessary easements within two years of approval date. <br />Motion seconded by Maleitzke. <br />Motion carried 7 — 0. <br />Knudsen again noted that the Planning Commission reviews matters of <br />this type from a planning perspective. Issues of concern relative to <br />property taxes, etc. should be addressed to the City Council. <br />TERMS OF The City Clerk reported that terms of office for Jon Hall and Heidi <br />OFFICE Murphy expire December 31, 2012. Letters requesting reappointment <br />should be submitted to the City Clerk. The Council will consider filling of <br />the Planning Commission vacancies at its December 19, 2012 meeting. <br />-4- <br />
