In the Public District, buildings of "Other governmental units" (the designation afforded <br />the Watershed District) are allowed by Conditional Use Permit, The Watershed District <br />was granted a Conditional Use Permit for their existing property, and must have an <br />amendment to that Conditional Use Permit in order to be able to retain and use the <br />existing garage on the subdivided parcel <br />Analysis <br />Subdivision & Property Combination <br />1. Easements. The City's subdivision regulations include a requirement that <br />perimeter boundary line drainage and utility easements are dedicated at the time <br />of any subdivision. At the September 13, 2012 Planning Commission meeting <br />the applicants indicated that they would rather not dedicate drainage easements <br />along property lines, as this may not be the area where drainage occurs on the <br />property. <br />In a letter to the City dated September 25, 2012, the applicants indicated that <br />they are in the course of developing a stormwater plan and drainage easements, <br />and have been working with the City Engineer on the issue. They will be adding <br />easements to the site survey once they determine the location of drainage pipes <br />and catch basins. As indicated by the City Engineer in a letter dated September <br />24, 2012, a condition of approval will be that these easements are granted based <br />on the final design, and given that they have addressed key issues including: <br />a. Conveying sheet flow from the remaining Norm's Tire property over the <br />subject property, and to the swale or Gervais Creek, when the property is <br />split. <br />b. Creating easements over areas that will convey water across the lot, once <br />drainage locations are finalized. <br />c. Illustrating both drainage and utility easements on the final survey, which <br />will need to be submitted for approval. <br />2. Legal descriptions /Platting. As described earlier, the Ramsey - Washington Metro <br />Watershed District is seeking approval to split a portion of the adjacent property <br />at 477 Little Canada Road, formerly occupied by Norm's Tire, and add it to their <br />property at 2665 Noel Drive. This parcel., along with the two existing parcels <br />occupied by the existing Watershed District offices, would concurrently be <br />combined into a single property. <br />The subdivision and recombination of parcels can occur, under Little Canada's <br />subdivision regulations, via a metes and bounds legal description and a <br />certificate of survey, as this proposal has been made. At the September 13, 2012 <br />Planning Commission meeting the applicants indicated that they had contacted <br />the Ramsey County Recorder, who indicated that a plat will not be necessary. <br />Regarding the combination of the properties, the applicant stated that the former <br />Norm's property would be divided into parcels A & B, and the three lots would <br />5 <br />
