Hanson <br />The City Engineer and I met with representatives from Ramsey County Public Works to discuss <br />funding the improvements to Little Canada Road from I —35E to Edgerton. We review some <br />options regarding cost participation between the County and the City utilizing their existing <br />policy and potential changes. The cost breakdown that was discussed is as follows: <br />Construction Costs - $1,031,452 <br />Engineering Costs - $257, 863 <br />Total Est. Costs - $1,289,315 County Share — $984,259 (76 %) City Share — $305,036 (24 %) <br />Easement Costs - ? ?? City Costs — 100% - needed for sidewalk <br />Ramsey County Public Works seemed supportive of these numbers and is doing a final review for <br />concurrence. It is important to note that their initial estimates for this project were around $350,000. <br />That estimate was based on a standard, cold -in -place recycle project. The numbers noted above are for a <br />much more comprehensive project that adds sidewalk, shifts the driving surface to the north part of the <br />existing street section, and adds significant drainage improvements including concrete curb & gutter. <br />The other aspect of the project we need to decide on involves the burying of the power lines from <br />Centerville Road to McMenemy. Xcel provided an estimated cost of $419,077 for this work. If we <br />were to undertake this component of the project, staff would recommend we finance it citywide via a <br />Community Requested Facility Surcharge (CRFS) through Xcel. This would add charges to everyone's <br />electric bill for the next three years to recover the cost. "I'he cost to a residence would be $2.02 per <br />month. (See attached sheet for cost impacts to user classes.) <br />We have included the power line number in the Infrastructure Fund financed by CRFS. The Council <br />will need to provide guidance on how you would like to proceed in this regard. <br />
