We have reviewed the owner's drainage plan and drainage calculations and <br />offer the following comments: <br />The small pond proposed at the northwest comer of the development satisfies this requirement: <br />postdevelopmont runoff during the 100 -year storm event is lees than Beal yeurerated by the predeveiopment <br />area. The change in runoff to the southwest corner of the property is statistically insignificant. Therefore, <br />we recommend approval of the drainage plan contingent on the following conditions. <br />1) tip rap be placed in accordance with city detail plates <br />2) permanent drainage and utility easements be dedicated and acquired by the owner. Easements for the <br />ponding should encompass the 100 -year flood contour of 871.8. We recommend that the pond and pipe be <br />City owned and maintained to ensure proper maintenance and operation in the future. if the owner is <br />unable to acquire an easement from the adjacent property owner, then the drainage plan must be revised <br />to show all ponding entirely within the Gilanderi Development. Revised plans must be submitted for further <br />review. <br />3) to ensure that the outlet pipe flows freely, a small amount of excavation may be required within the <br />County Road 82 right-of -way. This will require a permit and approval from Ramsey County. <br />Regarding the contiguration of the proposed street to serve the new lots, a little history may be helpful. <br />Council had decided in 1995 to ailow the streets In this neighborhood to be 18' wide where driveways exist <br />and 12' wide where no driveways exist (with no curb and gutter on either section). This was seen to be a <br />compromise with the desires of the neighborhood and was seen to be a good fit for the atmosphere of the <br />neighborhood.
