Hanson <br />At your December meeting, the issue of the number of lots proposed for the Gilanderi <br />Addition was raised, with comments from the neighborhood being made that the City had <br />given assurances that development of this property would be limited to no more than <br />three lots. Attached are notes from a neighborhood meeting held on November 22, 1994 <br />at which time the improvement of Gilanderi Lane was being discussed. You will note the <br />comments made by David Smith, who was then owner of the property in question. Mr. <br />Smith was concerned about the level of assessments to his property for the road and <br />water main improvement. Based on discussions with Mr. Smith, it was estimated that the <br />property would develop into three lots. The property was assessed accordingly, and <br />utility services were installed for three Lots. Please also note the copy of page six of the <br />City Engineer's Feasibility Report for the Gilanderi Addition which assumes the property <br />would develop as three lots. There were, however, no guarantees made by the City <br />limiting the development of this parcel to three lots. <br />All properties which benefited by the Gilanderi Lane improvement were assessed a <br />proportionate cost of that improvement. The Kimmes (David Smith) property was <br />assessed based on the assumption that the property would develop as three lots. Should <br />the property develop with more than three lots, the additional lots would have to share in <br />the cost of the improvement from an equity standpoint. <br />Another issue to consider is the width of Gilanderi Lane. The reconstruction of the road <br />at a substandard width contemplated a three -lot improvement for the Kimmes (Smith) <br />property. Should the number of lots increase, the issue must be considered as to whether <br />or not the substandard width is adequate to service these additional homes. If not, then <br />Mr. Kimmes as the developer would be required to reconstruct the road to meet City <br />standards.
