MINUTES <br />PLANNING COMMISSION <br />APRIL 9, 1998 <br />The Planner indicated that if the Planning Commission feels traffic issues <br />can be addressed with an 18 foot street width or that the road would have <br />to be widened to meet current City design standards, a recommendation <br />could be made to the Council based on one of those options as well as the <br />contingency that drainage issues be resolved prior to Final Plat. However, <br />if the Planning Commission feels that the density and resulting traffic <br />would be out -of- character with the existing neighborhood or feels that the <br />information provided is not satisfactory, the Commission can recommend <br />denial of the plat. <br />Carson asked Kimmes if he has considered widening Viking Drive to 24 <br />feet. <br />Kimmes indicated that he saw no problem with widening the street to 24 <br />feet in width, but pointed out the neighborhood's desire to save existing <br />trees. If the road is widened, less trees could be saved. Kimmes felt it <br />was possible to act on the Preliminary Plat subject to some contingencies <br />which would have to be worked out between Preliminary and Final Plat <br />approvals. <br />Schletty stated that he had no problem with the concept, but questioned <br />whether any issues have been resolved since the last time this plat was <br />before the Commission. <br />Kimmes pointed out that he has developed Options B and C with regard to <br />drainage. Kimmes stated that the drainage issues can be worked out to the <br />satisfaction of the City Engineer, Public Works, and the County. <br />Keis asked if the ponding shown on Lot 1 under Option B would eliminate <br />that lot from being buildable. <br />Kimmes replied it did not. However, if ponding is required on Lot 1, then <br />the house will have to be turned to face east and the entrance for the <br />garage will be from County Road B -2. <br />Knudsen pointed out that the density of the plat is not an issue from City <br />standards, but rather from the viewpoint of the character of the existing <br />neighborhood. Knudsen felt the issue of density could be set aside. <br />Knudsen pointed out that the drainage issue will not be resolved tonight. <br />Therefore, the only issue that the Planning Commission could comment on <br />would be the width of the street. <br />Keis pointed out that the five lots being proposed exceed the City's <br />minimum standards.
