The housing program involves the issuance of bonds for funding the
acquisition and construction of an approximately 106-unit affordable multifamily senior housing development located
at 99 County Road B East within the city of Little Canada. Financing for the project includes bonds in an amount not
to exceed $17,000,000. The bond will be paid from the properties pledged to the payment thereof.

As participating Livable Communities Act (LCA) communities, and consistent with the City’s comprehensive plan
and Imagine 2050, the use of this financing tool will further affordable housing opportunities in the city of Little
Canada and move the city closer to reaching their 2021 to 2030 locally adopted LCA housing goals. In addition, this
housing development will help in meeting the 2050 Housing Policy Plan’s objective to create housing options that
give people in all life stages and of all economic means viable choices for safe, stable, and affordable homes.

If you have any questions, please email Olivia Boerschinger at olivia.boerschinger@metc.state.mn.us.

Sincerely,

Sarah Berke
Senior Manager, Livable Communities and Housing

CC: Jennifer Ho, Commissioner, Minnesota Housing
Tamara Wilson, Minnesota Housing
Ben Harrington, City of Little Canada
Steve Minn, Lupe Development
Cameron Flakne, Lupe Development
Aaron Diederich, Lupe Development
Josh Noah, Winthrop
Catherine Courtney, Taft Law
Mary Webster, Taft Law
Chai Lee, District 13 Council Member
Patrick Boylan, Sector Representative
Olivia Boerschinger, Housing Bond Reviewer
Gaby Olvera Swaray, Reviews Coordinator
