Staff Report To: Mayor Fischer and Members of the City Council From: Carl Jacobson, Finance Director Laura Linehan, Assistant City Administrator Date: June 10, 2026 Re: State Performance Measurement Program Action To Be Considered: Motion to approve, table, or deny the following: • Approve Resolution and authorize participation in the State Performance Measurement Program and Reporting Results for 2025. Background: The Performance Measurement Program of the Office of the State Auditor (OSA) began in 2010 for cities and counties to report on at least 10 performance measures annually as a way to aid residents, taxpayers, and state and local elected officials in determining the efficacy of counties and cities in providing services and measure residents' opinions of those services. While the program is voluntary, if the city wanted to participate, it would require passing a resolution by July 1 each year and reporting on at least 10 performance measures. As a benefit, the city would receive $0.14 per capita up to $25,000. Our population is estimated at 10,866 in 2025, which equates to $1,521.24. While not a large amount, the effort to complete the task is not significant, as many of the metrics we have easy access to. Attachment A includes a resolution authorizing participation in the program. Attachment B includes a report on the 2025 results for 10 measures. Source Of Funds: The city will receive $0.14 per capita up to $25,000. Our population is estimated in 2025 to be 10,866, which equates to $1,521.24. Minimal staff time was spent to complete this application, which is considered a grant. No additional contractor/vendor costs will be incurred to complete the application. Staff Recommendations: Staff recommends approval of the resolution and authorizing participation in the State Performance Measurement Program and Reporting Results for 2025.
