On the negative side, the City can not regulate based upon the content of the sign due to <br />free speech protections. As a result, the allowance of off-site real estate signs In the right - <br />of -way would effectively allow other commercial or other signs in the right -of -way as well. <br />A draft ordinance for the City's consideration is attached to this report. Restrictions on the <br />issuance of such permits have been suggested to limit the impacts of this process.
