MINUTES <br />PLANNING COMMISSION <br />JANUARY 8, 1998 <br />The Planner summarized that there appear to be two issues. The first is <br />the placement of off - premise signs in the public. right -of -way. The second . <br />is whether or not a CUP process or an administrative permit process is <br />preferable. <br />Keis pointed out that the Commission is recommending approval of a <br />CUP for Masterpiece Homes to place their off - premise signs on private <br />property. Keis suggested that the text amendment be tabled until the <br />Commission has more information on what other communities do. Keis <br />felt it was ridiculous to require a realtor to apply for a Conditional Use <br />Permit every time he or she wanted to put up an off - premise open house <br />sign. <br />Keis recommending that the proposed Text Amendment to the Zoning <br />Ordinance allowing off - premise signs in the public right -of -way be tabled <br />pending additional information from the City Planner on how other <br />communities address this issue. <br />Motion seconded by Knudsen. <br />Motion carried 7 —0. <br />HERITAGE Dave Schroers, Heritage Development, appeared before the Commission <br />Or'.ICE requesting final plat approval for Heritage Office Park 3`4 Addition as well <br />PARK 3" final PUD approval to allow more than one owner - occupied office <br />ADDITION building on a lot. Schroers reported that three of the Heritage Office Park <br />buildings have already been constructed and the third is now staked. The <br />buildings are part of an association that is responsible for plowing, <br />mowing, maintenance, etc. Schroers pointed out that an additional 40 <br />parking stalls are being proposed as part of the 3`d Addition. Landscaping <br />will be done in accordance with the City's ordinance, with the possible <br />exception of screening along DeSoto Street. Schroers reported that it is <br />their request that they be allow to do aesthetic planting along the proposed <br />DeSoto Street rather than screen planting. It is Heritage's feeling that <br />DeSoto Street will never be improved in this area and that the adjacent <br />property will develop as an industrial use. Therefore, there would be no <br />need to screen along DeSoto. <br />The City Planner reported that the property to the east is currently zoned <br />R-1. However, eventually it will be considered for an industrial zoning. <br />Screening planting was recommended as part of the preliminary plat <br />because at that time the property was zoned R -t and the Comp Plan <br />indicated low density residential.
