The Planner agreed it would be <br />difficult to build DeSoto Street all the way through to County Road D, and <br />suggested that DeSoto may be abandoned and an alternative street plan for <br />the area developed. <br />Keis asked if the screening along DeSoto Street could be deferred until <br />such time as DeSoto is improved. The Planner suggested that the <br />screening could be deferred for a limited time period, but suggested that <br />the longer it is deferred, the more difficult it is to go back and enforce. <br />Schroers stated that they would like to move some existing evergreen trees <br />into this area rather than plant small trees. <br />The City Planner pointed out that the Code requires that trees at least six <br />feet in height be planted. <br />DeLonais suggested that the screening be taken care of now. <br />Schroers questioned the purpose of the screening. DeLonais indicated that . <br />the screening provide a buffer from a future industrial development. If the <br />property to the east is not developed for some time, there would be <br />nothing wrong with having the screening in place now. <br />Keis asked about the garage in the NSP easement. Schroers reported that. <br />Heritage has permission from NSP for the garage. The City Planner has <br />indicated that the exterior of the garage must be similar to the office <br />buildings. Schroers reported that NSP has placed requirements on the <br />garage, including non - flammable materials and a flat roof. <br />The Planner pointed out that stucco could be applied to the exterior of the <br />garage. <br />John Dobbs, Heritage, agreed that stucco could be added, but questioned <br />how the building could be trimmed out. <br />Keis pointed out that Heritage must submit something in writing from <br />NSP indicating permission for the garage. Schroers replied that he will <br />submit this documentation. <br />The City Planner reported that the Building Inspector and Fire Marshal <br />have raised concern about fire access to the buildings. The existing <br />driveway on the west side of the house used by Heritage for their office <br />has been blocked off. Access needs to be provided so that fire trucks can <br />get into and out of the site. The Fire Marshal has suggested that the <br />driveway be connected to the parking lot for the office buildings. <br />7 <br />Page 50 <br />
