A. KIRK A. SCIINITKER <br />Mr. Schnitker, the President of Professional Redevelopment Resources, Inc., began working in the area of <br />relocation in 1979 when he worked for the St. Cloud HRA. He subsequently moved to the Dakota County <br />HRA where he worked for 10 years. This work involved all aspects of housing and redevelopment work <br />with an emphasis in redevelopment. <br />Mr. Schnitker has served on the Champlin City Council and is the past President of the Champlin EDA. <br />This service included two years as Mayor Pro Tem. Mr. Schnitker has also served on the Champlin <br />planning commission, the Board of Directors of the Association of Metropolitan Municipalities ( "AMM ") <br />and the Hennepin County CASH Board. Mr. Schnitker currently serves on American Indian Law and <br />Policy Research Institute and the Minnesota Outdoor Heritage Alliance. Mr. Schnitker has been <br />recognized by the Minnesota League of Cities, AMM and the City of Champlin for his commitment to <br />public service. Additionally Kirk has been given awards of recognition from Pheasants Forever and the <br />Minnesota Bowhunters Association for volunteerism and pro bono legal services. <br />Mr. Schnitker, as an attorney and consultant, has made numerous appearances in administrative appeals <br />and before the District Courts on behalf of clients involving acquisition and relocation issues. Mr. <br />Schnitker has testified in District Court and before the Minnesota Legislature on matters involving real <br />estate land use issues and acquisition and relocation laws and regulations. <br />Mr. Schnitker has a B.A. from St. Cloud State University, a J.D. from Hamline University School of Law, <br />and is a candidate for the MAPA program at Hamline University. Mr. Schnitker is a licensed attorney in <br />the state of Minnesota where his practice is primarily in the area of relocation, real estate and <br />administrative law. Kirk has been a speaker at numerous educational functions on the topic of real <br />property acquisition and relocation law and regulation. <br />Page 47 <br />
