(D) Where service is for less than a quarterly period, the quarterly charges will be pro- <br />rated on a monthly basis. <br />(E) Where a separate connection is made to the Municipal water system for an automatic <br />sprinkler or irrigation system, the water and water service charge rates due and <br />payable by the user shall be equal to the rates charged in (A) above. Should <br />automatic sprinkler or irrigation systems be supplied from the primary service <br />connection, water service charges shall not apply. Individual accounts shall be <br />established for sprinkler and irrigation systems and water meters must be installed on <br />such services. <br />(F) Rates due and payable by each water user located beyond the territorial boundaries of <br />the City shall be determined by special contract. <br />(G) Statements for water and water service charges for the preceding quarterly period <br />shall be mailed to each customer on or before the 15(11 day of January, April, July, and <br />October of each year. Any account which remains unpaid thirty (30) or more days <br />after the bill is mailed is a delinquent account. A penalty in the amount of ten percent <br />(10 %) of the unpaid balance shall be added to each delinquent account. Any pre- <br />payment or overpayment of charges may be retained by the City and applied on <br />subsequent quarterly statements. <br />(H) Once annually, notice shall be provided to all account holders and owners with a <br />delinquent balance notifying them of the delinquency. If the delinquent accounts <br />remain unpaid after the date specified on the notice, a Twenty-five Dollar ($25.00) <br />administrative charge shall be assessed on these delinquent accounts, and this fee <br />along with the delinquent water and water service charges, including penalties, shall <br />be certified by the City Council to the Ramsey County Department of Property Taxes <br />for collection with taxes due against said premises. Future changes to the <br />administrative charge shall be made by Council resolution. <br />(I) At the sole discretion of the City, water service provided to a property where a <br />delinquent account is present may be terminated. In such case, the City shall send a <br />written notice to the account holder giving them seven (7) days to pay the account in <br />full. Water service shall be terminated without further notice if the delinquent <br />account is not paid in full within the period of time specified in the notice. <br />Additionally, a turn off /on fee as indicated in 1601.210.(3) shall be added to the <br />amount due and full payment of the delinquent amount including penalties, and the <br />turn off /on fees shall be required before water service is resumed. Property owners <br />requesting that their tenant's water service be turned off due to a delinquent account <br />shall send a written request to the City. Upon receiving the written request, the City, <br />at their sole discretion, may terminate the water service following the same <br />procedures as above. <br />Page 4 of 5 <br />Page 64 <br />
