N <br />MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: May 11, 1998 <br />RE: Little Canada - Viking Estates Townhome Development <br />FILE NO: 758.09 - 98.08 <br />Background <br />Jim Olson of K&A Construction has applied for approval to develop a parcel of land along <br />Viking Drive and County Road B -2 in the northwest quadrant of Trunk Highway 36 and I- <br />35E. The parcel is currently zoned R -1 and consists of approximately 0.85 acres. The <br />project would consist of 4 townhouse units. Multiple Family dwellings occupy the lands to <br />the north and west of the parcel. To the southwest is a twinhome development zoned R -2. <br />The applicant is requesting a rezoning to accommodate the project, and a rear yard <br />setback variance which would allow a porch to encroach into the rear setback to the west. <br />The applicant is also requesting plat approval to establish the base lots for each of the four <br />units and a common area outlot. <br />Rezoning <br />As noted above, the surrounding land uses are all multiple family residential of various unit <br />styles and densities. The Comprehensive Plan anticipates that this parcel will be <br />developed in a compatible style. Given the location, we would not expect that a single <br />family project (as currently zoned) would be successful. In consideration of the <br />surrounding land uses and the Comprehensive Plan land use recommendations, an R -2 <br />zoning district would appear to be appropriate. <br />5775 WAYZATA BOULEVARD, SUITE 555 ST.
