Summary and Recommendation <br />Staff recommends approval of the Rezoning from R -1 to R -2, Medium Density Residential, <br />and approval of the Preliminary and Final Plat for Viking Estates. These recommendations <br />are based upon a finding that the proposal is consistent with surrounding land uses and <br />with the Comprehensive Land Use Plan. These approvals should be conditioned upon the <br />recommendations of other City staff. <br />Staff does not recommend approval of the variance for violation of the rear yard setback. <br />This is based upon a finding that the property may be put to reasonable use without the <br />variance, and that the project could be redesigned slightly to accommodate the requested <br />porch. In addition, the City has recently denied a similar application. <br />Finally, it is recommended that the Conditional Use Permit be approved, subject to the <br />submission of an acceptable landscape plan as required by the Zoning Ordinance. Since <br />the original filing did not include the CUP in the application or hearing notice, this portion <br />of the review would be contingent upon the Planning Commission's willingness to pass the <br />CUP on without review of the landscape plan.
