MINUTES <br />PLANNING COMMISSION <br />MAY 14, 1998 <br />sufficient radius so that emergency vehicles could be turned around in the <br />cul -de -sac. <br />The City Administrator reported that the thoroughfare plan for this area <br />created much debate at the time it was developed. The property owner at <br />791 LaBore has indicated that he has no intention of developing the <br />northern portion of his property. However, some day the property could <br />be sold and the new owner will want to see it developed. Therefore, a <br />thoroughfare plan was developed as a planning tool for the future. <br />Knudsen asked if the City can deny a property division that meets <br />minimum requirements. Knudsen pointed out that a lot would have to <br />happen before Leeward Way is every extended south. <br />Montour pointed out that the Planning Commission must consider whether <br />or not the property division would landlock property. <br />Keis expressed concern about the resulting additional traffic onto Allen <br />Avenue should Option A of the thoroughfare plan be developed. <br />The City Administrator pointed out that Leeward Way has been creeping <br />south one lot at a time. Because of the lack of coordination with the road <br />development, the City asked for a thoroughfare plan for the area so that <br />possibilities for its future development were not limited. <br />Carson made a motion indicating the Planning Commission's support of <br />the Lancette property division for 791 LaBore Road as proposed subject to <br />the property division meeting all City minimum requirements. <br />Motion seconded by Barraclough. <br />Motion carried 7 — 0. <br />CODE Elizabeth Mursko was introduced to the Planning Commission as the <br />ENFORCEMENT City's Code Enforcement Officer. The Planning Commission welcomed <br />O}F'10ER Elizabeth. <br />10% <br />COMMITTEE The Commission agreed that Gene DeLonais should be its representative <br />to the City's 10% Committee. <br />6 <br />Page 28 <br />
