PASER =- Evaluation and Rating <br />Summary Using local road funds most efficiently requires good planning and <br />accurate identification of appropriate rehabilitation projects. Assess- <br />ing roadway conditions is an essential first step in this process. This <br />asphalt pavement surface condition evaluation procedure has proven <br />effective in improving decision making and using highway funds more <br />efficiently, It can be used directly by local officials and staff. It may be <br />combined with additional testing and data collection in a more com- <br />prehensive pavement management system.
