Bob Zimmerman, Public Works Director <br />City of Moorhead Population 32,000 <br />I talked with Bob on 3/15/95 about their I &I reduction program. Moorhead has an older <br />housing stock, of the 10,000 residential and commercial buildings about 30% have a direct <br />tie in from the foundation drainage to the sanitary drain. Moorhead obtained a grant from <br />HUD that is being used to upgrade these homes by disconnecting the direct line, building a <br />sump hole and basket, installing a sump pump, and hard plumbing it outside. <br />Homeowners with this older system are eligible to receive up to $500.00 to pay for this <br />improvement, which generally covers 100% of the cost. Winter discharging is handled by <br />allowing a variance to the homeowner provided that they allow an inspector in twice a <br />year to turn the valve to discharge into the sanitary sewer on and provide a seal to insure <br />compliance. Those who choose not to participate in the program will be charge $25.00 <br />per month. Visusewer had helped in the first phase of the program, now 1/3 completed, <br />they have hired two people full time to complete the remaining inspections. They expect <br />to have inspections completed in 1997. Fines for non compliance will not begin until then. <br />Ron Finnie <br />Visusewer Co. <br />Recommended that a city the size of Plymouth spread its program over several years. <br />First concentrate on those areas that are known to have a problem. Results from these <br />inspections should validate or question continued inspections. For them to provide a full <br />service inspection (from printing, sending mailings, phone answering, scheduling, <br />inspections and follow -up) would cost about $35.00 per home. He recommended doing <br />about 2,000 homes per project, with a maximum of 3 to 4 projects per summer. <br />Page 107 <br />
