MEMORANDUM <br />NORTHWEST ASSOCIATED CONSULTANTS <br />COMMUNITY PLANNING - DESIGN - MARKET RESEARCH <br />TO: Little Canada Mayor and City Council <br />FROM: Stephen Grittman <br />DATE: • February 17, 1998 <br />RE: Little Canada - Sign Ordinance Amendment - <br />Off -Site Real Estate Signs <br />FILE NO: 758.09 - 98.04 <br />Masterpiece Homes had requested that the City amend its Sign Ordinance to allow it to <br />place temporary real estate signs at off -site locations in the public right of way. The City <br />approved a series of off -site signs, but the Planning Commission did not recommend the <br />public right of way as appropriate due to the impact of such signage on the adjacent <br />property owners. In addition, the Planning Commission wished to revisit the issue of <br />processing for such signs. It was mentioned that the Conditional Use Permit process <br />required by the Ordinance was unnecessarily complex. <br />We had provided a revised Ordinance for Planning Commission review which would retain <br />the allowance for on -site real estate signs, and create an administrative permit for off-site <br />signs. Off -site signs would have to have the approval of a private property owner before <br />the City could issue a permit. The proposed Ordinance specifically prohibits such signs <br />in the public right -of -way, consistent with current language. It further limits the placing of <br />such signs to a period during which a real estate agent is present to represent the property <br />for sale or rent. This was designed to help avoid the placement of off -site signs for all <br />properties which are on the market, and limit such signage to "open house" type events. <br />After additional discussion, the Planning Commission decided that the administrative <br />permit process would not be necessary. Since the real estate agent would have to get <br />permission to place a sign on private property, it was felt that the issue would be self - <br />regulating. Therefore, the attached Ordinance does away with the permitting process for <br />off -site real estate signs, but limits them to certain time periods and prohibits their location <br />on public right -of -way. <br />cc: Kathy Glanzer Greg Schmidt Scott Tangen <br />5775 WAYZATA BOULEVARD, SUITE 555 ST.
