12 | P a g e <br /> <br />Safety/Pedestrian Paths <br />The applicant is proposing to construct a bituminous (asphalt) trail alongside a portion of the Rice Street <br />frontage, between the northern end of the shared access drive to the intersection Rice and Demont. The <br />plan reserves needed room for a future bituminous trail extending northbound on Rice, a project currently <br />slated to be constructed by Ramsey County in 2028. The applicant is not currently proposing to construct <br />any sidewalk on Demont. <br /> <br />Internal to the site, the applicant is proposing a walkway that runs alongside the interior sides and front of <br />the apartment building. The walkways connect the buildings’ entrances, the underground parking garage, <br />the trail on Rice Street, and the on-site amenities (tot lot and dog run). Further, the plan proposes a <br />crosswalk connecting the apartment complex’s walkway to the walkway around the Flameburger <br />building. <br /> <br />Items to be Addressed: See City Engineer comments. <br /> <br />Landscaping <br />As shown in Table 7, the applicant meets or exceeds the City’s planting requirements. <br /> <br />Table 7. The applicant does not have any proposed trees <br />between the neighboring R-C property/garage. There are existing trees on the R-C property that will <br />provide screening from the proposed apartment building as well (Figure 4 in Area, Width, Height, and <br />Setbacks). <br /> <br />South Side (Demont) <br />The applicant is proposing shrubs in front of the parking spaces that face south across Demont. The <br />applicant should confirm that plantings of sufficient height to screen headlights will be installed by the <br />time of use. The applicant is not proposing to add landscaping towards the intersection of Rice and <br />Demont, where the existing off-street parking area is proposed to remain the same. <br /> <br />West Side (Rice) <br />The applicant is a proposing five (5) overstory trees and one (1) ornamental street along Rice Street. The <br />applicant is not proposing to add landscaping towards the intersection of Rice and Demont, where the <br />existing off-street parking area is proposed to remain the same <br />
