Proposed Site Plan <br /> <br /> <br />The Planning Commission and City Council reviewed a conceptual version of this proposal as part of a <br />rezoning and lot combination case in December 2023. A public hearing was held, and the requests <br />were approved at the December 20, 2023, City Council meeting. The proposal has not changed in site <br />arrangement, height, density, or appearance since these approvals were granted. <br /> <br />Please review the attached Planning Analysis Memo which is a comprehensive overview of the request <br />and review of the submitted site plan. The memo contains specific details and information relevant to <br />your considerations in the review of this application. Additionally, please review the City Engineer’s <br />memo and the applicants' application. <br /> <br />Outside Agency Review <br />The applicant has received condition approval from the Ramsey-Washington Metro Watershed District. <br />The applicant is in contact with Ramsey County regarding improvements and access on Rice Street. <br /> <br />Items for the Planning Commission’s Consideration <br />Easement Vacations and Preliminary/Final Plat <br />Provided that the City Council approves the PUD, Staff are supportive of the Easement Vacations and <br />Preliminary/Final plat requests. <br /> <br />PUD – Comprehensive Plan <br />It is Staff’s opinion that the proposed deviations under the PUD process result in a project that is <br />consistent with the goals and objectives outlined in the Comprehensive Plan. The proposed PUD aligns <br />with the City’s 2040 Comprehensive Plan Future Land Use Map and is consistent with the goals and <br />objectives of the plan. The property has a Future Land Use Classification as Commercial and the <br />proposed rezoning request would be consistent with the Plan as a PUD overlay of the C-2 – Corridor <br />Mixed, zoning district. <br />Moreover, the project is specifically in alignment with the City’s stated goals for Rice Street to <br />“maximize hospitality and housing “ and to improve the “function and appearance” of structures along
