MINUTES <br />CITY COUNCIL <br />OCTOBER 10, 2012 <br />EMPLOYEE <br />HEALTH <br />INSURANCE <br />& OPT OUT <br />AUTO USES <br />MORATORIUM <br />The City Administrator reported that the cost of employee health <br />insurance is increasing by 8.5% for 2013. The Administrator reported <br />that based on a survey of both metro cities and Ramsey County cities, <br />he is recommending that the City's contribution toward the cost of' <br />employee family health insurance increase by 2 %. He noted that the City <br />pays 100% of single coverage, and with the 2% increase will pay 68% of <br />the total cost of family coverage. <br />The Administrator also reported that the City provides an Opt Out benefit <br />to employees who obtain their health insurance coverage through a <br />spouse's plan. Based on a survey of both metro cities and Ramsey County <br />cities, the Administrator stated that he is recommending that the Opt Out <br />amount for 2013 remain the same as 2012. <br />The Administrator also reported that the City will be dropping one of its <br />health insurance plan options and will only offer the high- deductible plan. <br />He further reported that insurance costs and plan changes have been <br />discussed with City employees. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012-10-179 — APROVING A 2% INCREASE IN <br />THE CITY'S COST OF EMPLOYEE FAMILY HEALTH <br />INSURANCE FOR 2013 AND DECLARING THAT THE 2013 OPT <br />AMOUNT REMAIN THE SAME AS 2012 AS RECOMMENDED BY <br />THE CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adpted. <br />The City Attorney reported that in order to exempt auto repair -minor <br />and auto repair -major from the moratorium ordinance, the following <br />ordinance citations need to be made or deleted: <br />o Clarify that Chapter 807 applies the moratorium to <br />Automobile Repair - Salvage only; <br />o Delete the references to Chapters 911.040.B; 912- A.040.L; <br />914.040.E; and 914.040.H. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -10 -180 — AMENDING ORDINANCE NOT <br />2012 -9 -733 TO REMOVE AUTO REPAIR -MINOR AND AUTO <br />REPAIR -MAJOR FROM THE AUTO USE MORATORIUM BY <br />11 <br />
