MINUTES OF THE REGULAR MEETING <br />PLANNING COMMISSION <br />LITTLE CANADA, MINNESOTA <br /> <br />NOVEMBER 14, 2024 <br /> <br />Pursuant to due call and notice thereof a regular meeting of the City Council of Little Canada, <br />Minnesota was convened on the 14th day of November, 2024 in the Council Chambers of the <br />City Center located at 515 Little Canada Road in said City. <br /> <br />Chair Taelor Johnson called the meeting to order at 5:32 p.m. and the following members of the <br />Planning Commission were present at roll call: <br /> <br />PLANNING COMMISSION: Boe-Schmidtz, Carlson-Clark, Haluptzok, Johnson, Kulousek, <br />Lum, Masrud, and Thorson. Absent: None. <br /> <br />ALSO PRESENT: Community Development Director Ben Harrington <br /> <br /> <br />ADOPT AGENDA <br />Commissioner Thorson made a motion to approve the agenda as presented. Commissioner Masrud <br />seconded the motion. The motion was unanimously approved. <br /> <br />MINUTES <br />Chair Johnson stated that on the City website, the October and August minutes are not directly <br />available near the listing in the agenda center and asked that staff update that. <br /> <br />Commissioner Kulousek made a motion to approve the October 10, 2024, Planning Commission <br />minutes as submitted. Commissioner Masrud seconded the motion. The motion was unanimously <br />approved. <br /> <br />OPEN TO THE PUBLIC <br />No comments. <br /> <br />COMMISSION BUSINESS <br /> <br />PLANNING CASE 1433 – SIGN CODE – ORDINANCE #901 <br />The Community Development Director presented background information on a previous text <br />amendment application received to allow existing billboards to be upgraded to dynamic displays <br />but had weaknesses in its language. He stated that the existing sign code is confusing and <br />problematic in places beyond billboard standards and therefore staff restructured the entire sign <br />code, adding needed clarification, and incorporating the dynamic display billboard request. He <br />noted that most of the updates were to improve the navigability and clarity of the code. He <br />provided an overview of the changes and section reorganization. He also provided more <br />information on temporary signs, permanent signs, and billboards. <br />
