MINUTES
PLANNING COMMISSION
NOVEMBER 14, 2024

8
Chair Johnson stated that she would be fine moving forward, and they could make changes in the
future. She stated that she appreciated the sentiment of the Council to allow one for now to see
how things go, as they could always allow more in the future.

Commissioner Masrud agreed with favoring flexibility.

Chair Johnson asked for details on soil safety in terms of cultivation.

The Community Development Director explained that someone could not successfully run an
outdoor cultivation business in the industrial district. He stated that in Michigan the grow
operations are heavily monitored and timed in strict rows rather than a hodge-podge fashion.

Commissioner Owens commented that most of the operations would most likely be hydroponic,
which would not use soil.

The Community Development Director recapped the consensus items of the Commission.

Kulousek introduced the following motion:

RECOMMENDING THE APPROVAL OF ORDINANCES 903, 904, 905 TO AMEND
CHAPTERS 905, 906, AND 914 OF THE CITY OF LITTLE CANADA ZONING
CODE WITH THE AMENDMENTS AS DISCUSSED

The foregoing motion was duly seconded by Owens.
Ayes (8). Nays (0). Motion passed.

REPORTS FROM STAFF
The Community Development Director reviewed the items that will appear on the December
agenda.

REPORTS FROM COMMISSIONERS
Chair Johnson commented that on November 8th, the application for grants for Age Friendly
Minnesota closed and asked that the City turn its head towards that a bit in order to focus on the
aging population.

ADJOURN
There being no further business, upon motion by Boe-Schmitz, seconded by Masrud, the
meeting was adjourned at 7:14 p.m.

Respectfully submitted,

Amanda Staple
TimeSaver Off Site Secretarial, Inc.
