WORKSHOP MINUTES <br />CITY COUNCIL <br />AUGUST 28, 2024 <br /> <br /> <br /> <br /> <br /> <br />6 <br />Discussion around the timing and first come first serve applicant process ensued. Attorney Johnson <br />mentioned the applicant process is going to be difficult and timing will be a challenge. Attorney <br />Johnson stated keeping the window short would be beneficial and that it should be outlined in the <br />city code. <br /> <br />Kwapick asked of the 163 that have preapproval, can they apply to multiple cities. Attorney <br />Johnson stated that they could not have a specific location and see which cities play ball. <br /> <br />C.Heinemen mentioned it seemed as though this is an RFP process. T. Fischer outlined a location <br />that could be proposed. <br /> <br />Harrington asked about the full amount of the max fees. Council was supportive of the full fees. <br /> <br />Harrington asked about timing and hours of operation. Council agreed to mirror tobacco hours of <br />operation. <br /> <br />Harrington reviewed the timeline for the steps to be taken. <br /> <br />H.Heller asked for clarification around applications – that as short period of time (8-10 days) and <br />“bonus points” if in a standalong building, and ideal location points. <br /> <br />Clarification was clarified about if mezzo or retail is preferred. Council clarified that they preferred <br />retailer.
