MINUTES <br />CITY COUNCIL <br />JUNE1012026 <br />Mayor Fischer thanked all the firefighters for their service. He also recognized and thanked the <br />Ramsey County Sheriff's Office for their response. <br />Mayor Fischer briefly recessed the meeting at 7:35 p.m. <br />Mayor Fischer reconvened the meeting at 7:44 p.m. <br />Miller introduced the following resolution and moved its adoption: <br />CONTAINS THE FOLLOWING: <br />• Approval of the Vouchers <br />• Authorize Participation in the Minnesota Performance Measurement Program <br />• Approve List of Comparable Cities <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (5). Resolution declared adopted. <br />STAFF REPORTS <br />•III ��1�11�'�']� 71�1 I— ;11I�; I <br />4 =1 q Le_111]11ji 7`711111 Loci 0 6-1 011 al *" III <br />The City Clerk stated that Thomas Keim has applied for a new off -sale liquor license in <br />anticipation of opening a new wine store at 9 Little Canada Road E. in the Thunder Bay Mall. He <br />has experience in the liquor industry as the former owner of a brewing company in St. Paul. He <br />has sold the brewery and is planning to open an import wine store. He plans to sell only wine in <br />the store and anticipates opening around August 15, 2026. The City Code allows for three off - <br />sale liquor licenses. There are currently two liquor stores operating, and this would be the third <br />off -sale license for the city. <br />Mayor Fischer invited the applicant to speak about their business. <br />Thomas Keirn introduced himself, stating that he has been in the wine business for 50 years. He <br />recently sold his brewery in St. Paul and is excited to open a wine shop, noting that he lives three <br />miles from the store location. He stated that he will focus mainly on French wines and explained <br />that he will ship nationwide, so the business will not be open much at night and on weekends. He <br />anticipated that he would open his business in the middle of August. <br />Malone introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2026-6-81 — APPROVING A NEW OFF -SALE LIQUOR LICENSE FOR <br />THOMAS KEIM, DBA DIRECT IMPORT WINE COMPANY., FOR THE LICENSE PERIOD <br />AUGUST 1, 2026 TO JUNE 30, 2027, SUBJECT TO ALL LIQUOR LICENSE <br />REQUIREMENTS <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (5).
