MINUTES <br />CITY COUNCIL <br />DECEMBER 19, 2012 <br />UPDATE ON The City Administrator reported that late this afternoon he received a call <br />MN PASS from MN DOT relative to the MN PASS lane project. He also reported <br />LANE that he also talked to Ramsey County about the project. The <br />Administrator reported that he was informed that the City of Maplewood <br />has granted municipal consent to the project. That consent provided for a <br />memorandum of understanding to be worked out with MN DOT relative <br />to the conditions that were jointly requested by Maplewood, the County, <br />and Little Canada. It was felt that these conditions are outside the project <br />area, therefore, better addressed under a memorandum of understanding <br />than a municipal consent condition. <br />The Administrator informed the Council that he informed MN DOT and <br />the County that he has some concerns with this approach. The <br />Administrator recommended that the Council call a special meeting for <br />next Thursday, December 27th, at 3:00 p.m. to discuss Little Canada's <br />municipal consent conditions, hear from the County on their position on <br />these conditions, and possibly act on the City's municipal consent for the <br />MN PASS Lane project. <br />The Administrator reported that two of our conditions at issue include the <br />timing for overlaying Rice Street given this street will be a detour during <br />MN PASS Lane construction as well as repayment for additional work <br />that was needed for the Little Canada Road bridge. He pointed out MN <br />DOT has requested that the County delay its Rice Street Phase II project <br />until the MN PASS Lane is completed. The County appears to be <br />agreeable to delaying this repavement until after the MN PASS project is <br />complete, while the City would like the repavement on the front end. <br />Blesener noted that delaying the repavement would push that work out to <br />2016 noting that the road is already in poor condition. <br />The City Administrator felt that rather than wait until the January 9111 <br />regular Council meeting, a special meeting should be held on December <br />27 °i to address the municipal consent conditions. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -12 -221— CALLING A SPECIAL MEETING <br />FOR THURSDAY, DECEMBER 27, 2012 AT 3:00 P.M. TO BE HELD <br />AT THE OLD FIRE HALL TO CONSIDER MUNICIPAL CONSENT <br />FOR MN DOT'S MN PASS LANE PROJECT <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0).
