MINUTES CITY COUNCIL DECEMBER 19, 2012 UPDATE ON The City Administrator reported that late this afternoon he received a call MN PASS from MN DOT relative to the MN PASS lane project. He also reported LANE that he also talked to Ramsey County about the project. The Administrator reported that he was informed that the City of Maplewood has granted municipal consent to the project. That consent provided for a memorandum of understanding to be worked out with MN DOT relative to the conditions that were jointly requested by Maplewood, the County, and Little Canada. It was felt that these conditions are outside the project area, therefore, better addressed under a memorandum of understanding than a municipal consent condition. The Administrator informed the Council that he informed MN DOT and the County that he has some concerns with this approach. The Administrator recommended that the Council call a special meeting for next Thursday, December 27th, at 3:00 p.m. to discuss Little Canada's municipal consent conditions, hear from the County on their position on these conditions, and possibly act on the City's municipal consent for the MN PASS Lane project. The Administrator reported that two of our conditions at issue include the timing for overlaying Rice Street given this street will be a detour during MN PASS Lane construction as well as repayment for additional work that was needed for the Little Canada Road bridge. He pointed out MN DOT has requested that the County delay its Rice Street Phase II project until the MN PASS Lane is completed. The County appears to be agreeable to delaying this repavement until after the MN PASS project is complete, while the City would like the repavement on the front end. Blesener noted that delaying the repavement would push that work out to 2016 noting that the road is already in poor condition. The City Administrator felt that rather than wait until the January 9111 regular Council meeting, a special meeting should be held on December 27 °i to address the municipal consent conditions. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 2012 -12 -221— CALLING A SPECIAL MEETING FOR THURSDAY, DECEMBER 27, 2012 AT 3:00 P.M. TO BE HELD AT THE OLD FIRE HALL TO CONSIDER MUNICIPAL CONSENT FOR MN DOT'S MN PASS LANE PROJECT The foregoing resolution was duly seconded by McGraw. Ayes (4). Nays (0).
