MINUTES
CITY COUNCIL
JANUARY 9, 2013
INVOLVE THE CITIES OF MAPLEWOOD AND ST. PAUL IN
THESE EFFORTS
The foregoing resolution was duly seconded by McGraw.
Ayes (5).
Nays (0). Resolution declared adopted.
The City Administrator reported that he will brim this matter back to the
Council at either its January 23rd or February 13" meeting. He also noted
that the listing of conditions that the City has developed for Municipal
Consent is on -line as part of this agenda packet. If anyone has any
questions about these conditions, they can contact him to discuss.
LITTLE The City Administrator reviewed his report dated January 4, 2013 relative
CANADA to the cost of burying power lines along Little Canada Road east of the
ROAD freeway. The Administrator pointed out that the County will proceed
POWERLINES with the Little Canada Road project from the freeway to Edgerton in 2013.
The Administrator stated that if the power lines are to be buried, then Xcel
Energy should be notified so that they can start planning for their portion
of this project.
The Administrator noted the estimated total cost of the project without
power line relocation or easement acquisition is $1,289,315. The City's
share is estimated at $343,234 (26.6 %), and the County's at $946,081
(73.4 %). The Administrator reported that the City's share of the project is
MN State Aid (MSA) eligible, and the City has budgeted dollars for this
project.
The Administrator then reviewed the cost estimates that the City received
from Xcel for burying the power line. The estimated cost from the
freeway to McMenemy is $419,077. The cost from McMenemy to the
east side of the cemetery is $201,000 (prorated on an earlier estimate). To
get an actual estimate of the cost of this section, Xcel Energy has
requested an additional $5,000. The cost for Edgerton to McMenemy was
estimated at $416,250. 'The Administrator indicated that he believes
Xcel's estimates include costs for looping their system to McMenemy, and
questioned if we should subjected to those costs. The Administrator also
pointed out that when the power lines were buried in the Rice Street Phase
I project, Xcel increased the final cost given some additional work that
was necessary. This additional cost is still in dispute with Xcel.
Therefore, the Little Canada Road cost estimates could be subject to
similar increases once the project is ordered and underway.
8
