Waterfest is an activity that promotes <br />environmental awareness and highlights other Watershed programs and improvements. <br />In the past, we have had our equipment on display at this event and have provided some <br />volunteer assistance. <br />The problem in making a direct donation relates to justification/authorization as a "public <br />purpose expenditure ". I have attached the summary information taken from the League <br />of Minnesota Cities Information Memo entitled: "Public Purpose Expenditures ". In <br />reviewing that information, I don't think we meet the criteria set forth. <br />To address this issue, one alternative I could think of relates the Watershed's willingness <br />to take on rainwater garden maintenance for us this year. We could agree to compensate <br />them $500 for this service and they could decide how to use the proceeds. <br />If the Council feels a contribution to the Watershed District is warranted, then I would <br />recommend we authorize an expenditure of $500 to reimburse the RWMWD for <br />maintenance of our rainwater gardens in 2013. <br />
