MINUTES
PLANNING COMMISSION
APRIL 10, 2008
Lorraine Palmer, Oakmont Condominiums, indicated that there was an error
with the east property line between St. Jude Medical and the Oakmont
Condominiums. Palmer provided some history about the vacation of
Jackson Street that occurred in the 1980's and indicated that 30 feet of the
street was to accrue to the Oakmont Condominium property. Palmer stated
that the survey submitted by St. Jude Medical was in error.
The City Planner reviewed the property being platted, and noted that the
Jackson Street right-of--way shown at the northeast corner of the plat is
actually an additional 30 feet ofright-of--way that St. Jude is dedicating as a
part of this plat. The result is Jackson Street at the northeast corner of this
plat will now have a 60-foot right-of--way. He explained where Jackson
Street had existed to the south prior to the vacation occurring. He noted that
the 30 feet of vacated right-of--way was properly transferred to the Oakmont
Condominium property.
Palmer expressed concern with the impact on landscaping adjacent to the
Oakmont Condominiums that occurred at the time the vacation occurred.
Knudsen noted that St. Jude Medical did submit a landscape plan as part of
their PUD approvals. The City Planner indicated that it was St. Jude's
intent to leave most of this area natural. The Planner also suggested that the
City Engineer review the survey submitted to verify that it is correct.
There was no one else present wishing to comment on this matter.
Duray recommended approval of the St. Jude Medical Corporate Campus
Final Plat subject to compliance with the recommendations of the City
Planner and the City Engineer and recommending that the City Engineer
review the survey to ensure its accuracy.
Motion seconded by Pechmann.
Motion carried 6 - 0.
ZONING The City Planner reported that the City has been working on updating
CODE its entire Zoning and Subdivision Codes. As part of the Code reviews,
AMENDMENT- a great deal of attention has been given to the Light-Industrial (I-1)
I-1 DISTRICT Dish•ict, particularly with regards to outdoor storage. The Planner noted
that the City Council and the Planning Commission held several workshop
meetings, some of which included Ryan Industrial Park property owners, in
its review of I-1 Zoning Standards. The Planner noted that the result of this
review is the proposed ordinance draft being considered this evening. He
noted that one additional change was added to the ordinance draft since the
last workshop meeting. At that last meeting there was discussion relative to
limiting the number of major auto repair licenses. Concern was expressed
-2-
