MINUTES <br />CITY COUNCIL <br />FEBRUARY 13, 2013 <br />The Administrator noted that the "Whereas Clause" relative to MN DOT <br />providing indirect reimbursement to the City for its cost to upgrade the <br />Little Canada Road Bridge in 2010 has been moved to the "Conditions" <br />section of the Municipal Consent Resolution. Norris stated that he wanted <br />to clarify this item, and reiterated his response in the February 12`x' letter <br />proposing an additional $77,000 in landscaping within the City as part of <br />the future year 2017 landscape project. Blesener pointed out that the City <br />does not want the $77,000 the City spent to upgrade the Little Canada <br />Road Bridge reimbursed in landscaping. Blesener stated that it was his <br />understanding that MN DOT would pay $76,961.20 in additional costs for <br />the County that will be part of a future cooperative agreement. Ramsey <br />County will then provide an equal credit to the City for costs the City <br />would have incurred on a 2013 County /City project. <br />Norris indicated that MN DOT and the County can partner on the <br />installation of ADA compliance pedestrian ramps at the Little Canada <br />Road bridge, indicating that the cost of six ramps would be approximately <br />$21,000 to $30,000. He indicated that if a traffic signal is to be installed at <br />Little Canada Road and Edgerton Street, MN DOT could pay for the <br />installation of temporary signals. Norris indicated that MN DOT needs a <br />vehicle to get to the $77,000 reimbursement. <br />The City Administrator pointed out the previous acknowledgment by MN <br />DOT that it could not reimburse the City directly for the $77,000, and the <br />County's willingness to accept MN DOT assistance on County projects in <br />that amount, with the intention of providing an equivalent credit to the <br />City for the Little Canada Road project. Blesener pointed out that MN <br />DOT should be working with the County to provide this financial <br />assistance to the County on its projects. The City will then work with the <br />County relative to an offsetting credit on the Little Canada Road project. <br />Norris stated that MN DOT did not have that discussion with Jim Tolaas <br />of Ramsey County. The City Administrator disagreed with that statement. <br />The Administrator also indicated that Tolaas has indicated that there needs <br />to be a meaningful exchange with MN DOT so that the County is kept <br />whole in the process. Blesener asked if MN DOT was willing to barter <br />with Ramsey County on any of their projects to the tune of the $77,000, <br />and then the City would deal with the County for the offset on Little <br />Canada Road. Norris stated that that was agreeable. <br />Norris stated that he did not want to see the reimbursement language <br />included as a "condition" in the municipal consent resolution. He <br />indicated that his preference would be to address this in his letter to the <br />City, and indicated that he would revise his February 12, 2013 letter <br />accordingly. Norris stated that the Municipal Consent Statute is clear that <br />4 <br />
