MINUTES <br />CITY COUNCIL <br />FEBRUARY 13, 2013 <br />impacts on Rice Street from the MN PASS project, the County has not yet <br />decided how to address the issue of pavement degradation. McGraw <br />noted that prior to the MN PASS project being proposed, the County was <br />prepared to proceed with the Rice Street Phase II project. McGraw stated <br />that it is his understanding this project was delayed at MN DOT's request <br />due to the MN PASS project. He noted that now MN DOT is saying that <br />there will be little additional traffic on Rice Street from the MN PASS <br />project and the only official detour will be for heavy commercial vehicles. <br />Read indicated that commercial vehicles are not likely to use Rice Street <br />as a detour. Keis asked what will happen if MN DOT's projections are <br />incorrect. The City Administrator indicated that the County feels there <br />will be a cooperative process with MN DOT that can be used to address <br />the situation. The Administrator stated that the County is comfortable <br />with the Memorandum of Understanding as drafted. He also noted that it <br />is difficult for the City to push the issue of Rice Street given the County <br />has not decided its approach at this time. <br />Blesener stated that an option would be to go ahead with the Rice Street <br />Phase 11 project. Read stated that while MN DOT did request the project <br />be delayed, it did not say it must be delayed. The City Administrator <br />stated that in reality the Rice Street project should be delayed to provide <br />Little Canada residents an alternate route to 35E during the MN PASS <br />project. The Administrator felt that both Rice Street and Edgerton Street <br />will serve as alternate routes for Little Canada. He also indicated that <br />there will be intermittent ramp closures on 35E and Highway 36. The <br />Administrator noted that the design/build process complicates the MN <br />PASS project as specitic impacts are not yet known. He indicated that this <br />is one of the reasons the County feels the Rice Street project should be <br />delayed. <br />Based on this discussion, the Council felt that Item #2 in the <br />Memorandum of Understanding should be eliminated. The Administrator <br />noted that Items #3 through #9 were included at the request of Ramsey <br />County. <br />With regard to Item #6 in Norris' letter, Read pointed out that MN DOT <br />engineering has determined that removal of the sand plume from the <br />northeast corner of Savage Lake would cause damage to the area. <br />Based on the discussion at this workshop meeting, Norris indicated that he <br />would revise his letter accordingly and submit it to the City do it could be <br />used as an exhibit to the City's Municipal Consent Resolution. The City <br />Administrator indicated that he would revised the Resolution as discussed <br />this evening. <br />7 <br />
