MINUTES <br />CITY COUNCIL <br />FEBRUARY 13, 2013 <br />CONSENT <br />AGENDA <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -2 -20 — APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVING THE VOUCHERS; <br />*APPROVING THE 2013 FIRE DEPARTMENT CONTRACT AND <br />AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO <br />EXECUTE ON BEHALF OF THE CITY; <br />*RESCHEDULING THE CITY COUNCIL'S FEBRUARY 27, 2013 <br />REGULAR MEETING TO THURSDAY, FEBRUARY 28, 2013 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />MN PASS The City Administrator reported that the Council held a workshop <br />PROJECT- meeting just prior to this evening's regular meeting at which the <br />MUNICIPAL details of the City's Municipal Consent for the MN PASS project <br />CONSENT were finalized and reviewed with representatives of MN DOT. The <br />Administrator noted that these details were developed over the last couple <br />of months through negotiations with the County and with MN DOT. The <br />Administrator reviewed the draft resolution, Memorandum of <br />Understanding provisions, and Exhibit A -Letter from Wayne Norris, MN <br />DOT noting that Norris will update his letter based on the workshop <br />discussion. <br />The Administrator noted that a decision is needed on sound barrier <br />enhancement features. The Council should decide whether the chevron <br />feature that exists on current walls should be continued for the new sound <br />barrier or if a City logo feature should be added. The consensus of the <br />Council was in support of a logo feature. The Administrator indicated that <br />he would inform MN DOT that the City would like to pursue that option. <br />Designs would be prepared and presented to the Council. The <br />Administrator suggested that if the design is not acceptable, the City may <br />have the option to revert to the chevron feature. <br />The Administrator reported that the City held the public hearing on the <br />MN PASS project at its November 28, 2012 meeting and has a 90 day <br />window to provide municipal consent. If consent is not granted within <br />that 90 days, the project is deemed approved by the City. The <br />2 <br />
