Open Space. The development maintains open space only in the center of the street <br />circle, which is reserved for drainage and rain garden plantings. The circle appears on <br />the plat to be included in the right of way. This arrangement is also the case for the <br />entrance monument. Maintenance of the plantings would fall to the City under this <br />arrangement. The applicant and City staff should consider maintenance <br />responsibilities, including the possibility of any association established to provide for <br />care and maintenance of these areas. <br />Tree Preservation. According to the R -1 Zoning District, development must be <br />designed to retain a minimum of 30% of the existing tree crown cover. The plan retains <br />existing trees at the perimeter of the site, and proposes replacement planting at the rate <br />of 30 caliper inches per acre of disturbed site. This replacement requirement meets the <br />code requirements where a tree survey is not conducted. To accommodate <br />development, 85% of the site will be graded, and the tree replacement planting is <br />calculated on that amount, although not all of that area is covered by trees. The <br />applicant has designed the plat to minimize tree removal, and appears to have met this <br />condition. <br />Landscape Plan. The Landscape Plan also proposes the planting of 54 spruce trees, <br />39 maple trees, and 10 ornamental trees totaling 199.5 caliper inches. This planting <br />meets the replacement threshold of 195 caliper inches required by the code for the size <br />of disturbed area. The Subdivision Ordinance requires that the soil erosion and <br />sediment control plan include landscaping of the erosion and sediment control system. <br />Landscaping treatment is proposed for the rain gardens on the Landscape Plan, <br />including shrubs and perennial plantings. <br />As noted above, the ongoing maintenance responsibilities for landscaping in the <br />common or public areas of the plat should be addressed by city staff and the applicant. <br />RECOMMENDATION <br />The proposed project is located in an area designated for low density residential land <br />uses. The proposed density is consistent with low density residential development. <br />The proposed use appears to be consistent with the intent of the Comprehensive Plan, <br />which designates this site for low density residential land uses. <br />Regarding the request for approval of an 15 lot single family development located at <br />2966 Arcade Street and 2945/2959 Labore Road, staff recommends approval of the <br />request for Preliminary Plat, subject to the following conditions: <br />1. The street extension over Outlot B should include notification of future street <br />construction in this area, to avoid neighborhood objections at the time of a <br />future development. <br />4 <br />15 <br />
